One of the most important aspects we explain to our clients and potential clients is the time it takes to complete a construction project. Completing the proper inspections can add as much as 3 weeks to a project. Many factors influence timelines, like design, material procurement, and labor availability. A critical and often underestimated element of planning a project is obtaining the proper permits and passing inspections.
Building codes and inspections are not just bureaucratic hurdles; they ensure that the project is safe, functional, and compliant with the law. They are an essential part of the building process. Each construction project, whether it's a new home build or a remodeling job, must comply with City and State Building Codes. This ensures that structures meet safety, health, and environmental standards. Without the proper permits and inspections, two significant problems can arise:
Code Violations. Proceeding without permits is a direct violation of state law and can lead to severe penalties. These might include hefty fines, delays, or even mandated removal of completed work to allow inspectors to verify compliance. This not only disrupts the project timeline but can also be costly to remedy.
Insurance Risks. In the event of a disaster, such as a fire, unpermitted and uninspected work may void insurance claims. For example, if a homeowner finishes a basement without permits or hires unlicensed tradespeople, any resulting damage may not be covered by their policy. This creates financial and safety risks for everyone involved.
Having built over 300 homes and completed more than 1,000 remodeling projects, we understand the rigorous inspection process required by both Rhode Island and Massachusetts. A typical home construction involves multiple inspections, each ensuring that the project meets specific safety and quality standards.
Here’s a list of the inspections typically required. Some may be omitted depending on the scope of the project.
Foundation: Bottom of the foundation hole, forms, backfill, and as-built plans.
Septic System: Inspection of the bottom, pre-cover, and as-built plans.
Well: Testing for potability and compliance with local health standards.
Rough Work: Electrical, plumbing, mechanical systems, and smoke/CO2 fire alarms.
Building Elements: Framing, sheathing, insulation, and sheetrock.
Final Inspections: Electrical service, plumbing (some cities require a shower water pan test too), mechanical systems, smoke/CO2 fire alarms, and the overall final building inspection.
Each inspection phase requires scheduling and coordination. Inspectors typically have up to three days to review the work and conduct the inspection. If any issues are found, the process starts again, adding time to the overall project timeline. It’s also important to note that inspections are interdependent. For example, rough electrical, plumbing, and mechanical inspections must be completed and approved before calling for a rough building inspection. Delays in one area can cascade, affecting the entire schedule.
There are several companies out there that promise “same day bath remodeling”. We urge our potential customers to avoid those types of offers. The potential for major mistakes and poor-quality work are not worth the risk to your home. Without the oversight of a Building Inspector, it is likely that problems that should have been addressed are just being hidden beneath a pretty facade. While inspections and permits may seem like an inconvenience, they are there to protect property owners, occupants, and the public. They ensure that structures are built to withstand environmental stresses, that electrical systems are safe, and that plumbing and mechanical systems function properly. Cutting corners by skipping permits or inspections is not only illegal but also dangerous. It jeopardizes the safety of the building’s occupants and can have long-term financial consequences.
As a Homeowner you should always work with licensed professionals who understand the local building codes and inspection requirements. Be sure to factor inspection timelines into your overall project schedule. By prioritizing proper permits and inspections, you are investing in the safety, longevity, and legality of your project. As experienced builders, we are here to guide you through every step of this process, ensuring that your construction project is completed safely and efficiently.
